Rules & Regulations

These pages provide NRI 4-H Fair–specific entry information. All current Rhode Island 4-H competition rules, species guidelines, and animal health requirements remain in effect. Exhibitors are responsible for reviewing the current URI 4-H rules and the current Animal Health for Fairs guidance before attending the fair.

The NRI 4-H Fair Horse Department follows the current New England 4-H Horse Show Rules & Guidelines together with current Rhode Island 4-H competition, animal exhibit, and animal health requirements. In cases not covered by RI and New England 4-H horse rules, applicable USEF and AMHR/ASPC/ASPR rulebooks apply.

For 2026, the NRI 4-H Fair Horse Department is being presented as a 4-H horse show only.

Horse exhibitors must review all current URI 4-H horse rules, health requirements, and any NRI fair-specific procedures before attending the fair.

 

Important horse rules include:

  • Ownership or management deadline: April 1.

  • Walk/Trot riders may not participate in divisions requiring canter/lope.

  • ASTM-SEI approved equestrian helmets are required for all riders, regardless of discipline, and for drivers and the driver’s passenger.

  • No stallions or nursing mares may be shown by a 4-H member in any 4-H event or show and are not permitted on the grounds.

  • Horses that kick must wear a red ribbon on the tail.

  • Entry fees are non-refundable.

Interpretation of rules and decisions on questions not specifically covered by the rules are the responsibility of the superintendent of that department. If a matter cannot be resolved, the superintendent will first contact the NRI 4-H Fair Committee. If needed, the Fair Committee will then contact the State 4-H Office.

Showmanship

Showmanship classes are divided by exhibitor age as of January 1 of the current year.

For the NRI 4-H Fair, showmanship divisions are:
• Cloverbud: ages 5–7
• Junior: ages 8–11
• Intermediate: ages 12–14
• Senior: ages 15–18

 

A Novice class may also be offered for first-year exhibitors.

The superintendent may split or add classes when appropriate.

Current URI horse divisions include:

  • Cloverbud Leadline

  • Junior (canter/lope)

  • Senior (canter/lope)

  • Junior Walk/Trot

  • Senior Walk/Trot

Entry Fee: $1.00 per entry

 

Registration: Official NRI 4-H Fair horse entry instructions and final registration details will be posted through the fair’s official entry process.
